
At a recent meeting, Milford City Council transferred streets in two developments into the city now that they are completed. The streets are located in Simpson Crossing and Lighthouse Estates. Simpson Crossing was for streets located off South Walnut Street and Route 113.
“Both inspectors and our KCI Inspection Division have approved the sanitary water curbing and signage as well as the road paving sections,” Public Works Director Willis Shafer said about Simpson Crossing. “It’s approximately one mile of road. Staff recommends that the city council accept Simpson Crossing 1B and 1C.”
During a public hearing for the Simpson Crossing request, there was only one comment.
“I’m curious in regards to this what it means for the issues the residents have had and the trash trucks have had with maneuvering around the development,” Julie Morris, who gave an address on Cedar Beach Road, said.
Mayor Todd Culotta asked Shafer if there had been any issues in the development.

“No, we have not had any issues,” Shafer said. “It is an approved set of roadways that met the standards of the city code. We’ve had no issues in there.”
The motion passed with a vote of seven to zero as Councilwoman Madula Kalesis was not present at the meeting.
“For Lighthouse Estates, this is a correction,” Shafer said. “Council approved Lighthouse Estates Phase II in October 2025. I reviewed it and it had some errors in the text, so I rewrote it to match the Phase I resolution which you approved a number of months ago. Tonight, we are asking council to approve the correct resolution.”
Shafer pointed out that this request was similar to the Simpson Crossing request and impacted about 28 lots. During the public hearing portion of the request, there was no one who spoke for or against it.
Council approved the request with a vote of seven to zero.
