Delaware Governor Matt Meyer has ordered all flags at state buildings and facilities to be flown at half-staff in honor of former State Senator Nancy Cook, who died March 23 at the age of 89.
Cook, who represented Kent County for nearly four decades, leaves behind a legacy of leadership, public service, and deep commitment to her community. Over the course of her lengthy tenure in the Delaware State Senate, she earned widespread respect for her thoughtful approach to legislation and her advocacy on key issues including education, healthcare, infrastructure, and community development.
In a statement, Meyer praised Cook’s historic contributions and character.
“Delaware mourns the loss of former State Senator Nancy Cook, a dedicated public servant and the first woman to serve as Chair of the Joint Finance Committee,” Meyer said. “Over more than three decades in the General Assembly, Senator Cook earned deep respect for her steady leadership, particularly as Chair of the JFC, helping build responsible state budgets and craft thoughtful policy on behalf of all Delawareans.”
Born and raised in Delaware, Cook devoted her life to public service and became a central figure in the state Senate. She was widely known for her ability to work across party lines, mentor younger lawmakers, and serve as a trusted advisor on complex policy matters. Her influence helped shape Delaware’s political and civic landscape, with policies she championed continuing to benefit residents statewide.
Meyer also reflected on Cook’s personal qualities and mentorship.
“She was also a devoted mother and grandmother, a trusted friend, and a mentor to many. I was proud to witness her work up close, first as County Executive and now as Governor. And like so many others, I benefited from her wisdom, from her humor, and from her guidance.”
Beyond her legislative work, Cook remained deeply engaged in her community, promoting civic participation and championing initiatives aimed at improving quality of life for Delaware residents. Colleagues and community members alike remembered her for her integrity, dedication, and lasting impact on generations of public servants.
He concluded by highlighting her enduring legacy.
“Nancy Cook was one of one. She will forever be remembered for her commitment to public service and her unwavering belief that Delaware, as a state of neighbors, works best when we work together. Mine and Lauren’s thoughts are with her family, friends, and former colleagues this evening, as we celebrate a legacy of love and legislation that will last for generations.”
Cook’s passing has prompted an outpouring of tributes from lawmakers, former colleagues, and residents across the state, many of whom credit her leadership and vision with shaping modern Delaware policy and governance.
Funeral arrangements have not yet been announced as her family grieves privately.
Flags will remain at half-staff through sundown Saturday. Officials said residents can sign up for real-time flag status updates at the state’s official news website.
