
Milford City Council approved the Capital Improvement Plan (CIP). that spans from 2027 to 2031. The plan includes proposed capital improvement projects for various city departments with cost estimates, possible funding sources and details when those projects could be included in the city budget.
“This is part of the budgeting process, and we make changes to it as we do every year,” Finance Director Lou Vitola said. “We will adjust each and every project in the CIP based on what made it into the 2027 budget and what didn’t.”
The CIP outlined funding sources for all projects over the next five years with the city expecting to receive $108.9 million in funding for various projects. There was $44 million included in prior authorizations and for 2027, the city expects to fund $16.8 in various capital projects. For many of the projects, if a funding source to cover the cost is not identified, normally with grants, state or national funding, they are moved to the following year until a funding source can be identified.
One project listed in the Parks and Recreation CIP as medium to high priority was the construction of a new recreation center. The city is currently looking at a feasibility study for the new building, and the total cost is included in the 2029 CIP at $8 million. This request was given a higher priority in the second draft of the CIP after Councilwoman Katrina Wilson commented that when she first became a council member, a recreation center was discussed.
“Before I leave this seat, I would like to see this project happen,” Wilson said at the time. “We have been talking about it for too long.”
Vitola explained that the current CIP was about $10 million less than the previous year, but it also only includes projects that have not yet been funded.
There was a public hearing regarding the CIP, but no one spoke for or against the plan. Council approved the CIP unanimously. The full document can be found on the city website.
