
On Monday, September 22, Milford City Council approved the date and time for Trick or Treat as they are required to do under City Code. This year, children will be able to go door to door in costume to collect candy on Friday, October 31 from 6 to 8 PM.
“Whereas the children of Milford are free to enjoy the fun and festivity associated with the observance of the Halloween Trick or Treat, the custom of traveling with friends and family, going door-to-door in their neighborhoods, displaying costumes and gathering treats,” Mayor Todd Culotta read from the proclamation. “And parents are urged to join in the festivities by accompanying their children throughout the journey and celebrating Halloween Trick or Treat. Residents are requested to indicate their willingness to welcome children by keeping their porch or exterior lights on and youngsters only call on homes that are lighted.”
The resolution reminds residents that those engaging in trick or treat must be in costume and that they are to refrain from committing acts of vandalism or destruction. Motorists are reminded to be watchful that evening as children will be crossing roads as they walk around neighborhoods. It is also recommended that children have light reflective additions to their costumes or carry flashlights to make them more visible to motorists.
“This is the most important resolution we have to pass tonight,” Culotta said when he finished reading the proclamation.
There was a public hearing on the resolution, but no one spoke for or against the establishment of trick or treat. Julie Morris spoke up during general comments, but because she was commenting on something other than trick or treat, Culotta, Vice-Mayor Jason James and City Solicitor Greg Morris advised her she was out of order and would not be able to speak at that time. Public hearing rules require that all comments must be related to the subject of the public hearing and not other matters.
The resolution passed with a vote of six to zero with Councilwoman Lori Connor and Councilman Danny Perez absent.
