On October 8, 2026, William Conard, 37 of Harrington, was sentenced to 30 years of Level V prison after pleading guilty to two counts of rape in the second degree on May 26, 2026, as well as two counts of rape in the third degree on August 11, 2026. The cases involved two separate victims who were both juveniles at the time of the crime.
“This level of violence is unthinkable, especially when committed against a child,” said Attorney General Kathy Jennings. “I am deeply thankful to our prosecutors and our partners in the Delaware State Police for their outstanding work in these cases and strongly encourage anyone with information about additional abuse to come forward so that justice may be done. My heart goes out to the victims and their families as they heal.”
The investigation began when police were informed that Conard had allegedly raped an 11-year-old from Harrington over a period of years until his arrest in 2025. During that investigation, police discovered Conard had also abused another victim in Harrington from 2005 to 2007. The child in that case was six when the abuse began and was an adult when it was discovered.
The Department of Justice believes that additional victims may exist. To report abuse by this defendant, please contact Sgt. Taylor at Delaware State Police, Troop 3, at 302-698-8547.
