On May 12, 2026, Sussex County Council accepted a bid from Whayland Company for $2.2 million to construct a new EMS Station in Lincoln. The new station will replace the current station which shares a building with the Lincoln Community Center on East Washington Street.
“The low-price bid was actually submitted by Infinity Construction and Development,” J. Mark Parker, Assistant County Engineer, said. “But after fully vetting the company, we felt they did not fully meet the requirements of a responsible bid which means their specific experience was not a full match for the project scope as defined in the contract document.”
Parker explained that, as a result, the county proceeded to the next lowest bid which was Whayland Company. Documents provided to council showed Infinity Construction’s bid was $2.094 million. Richard Y. Johnson bid $2.330 million, Harkins Contracting bid $2.474 million, Barcroft Construction $2.574 million and Kent Construction $2.962 million.
“To support the new station, a 2.5-acre parcel of land was subdivided from a larger parcel owned by the Lincoln City Fire Department, a substation of the Ellendale Fire Company, and acquired by the county in February 2022,” a memo included in the council packet reads. “An agreement was subsequently executed with the fire department to allow shared use of existing on-site utilities as needed to support functionality of the new EMS facility.”
The new EMS station, called Paramedic Station 101, will be designed similar to one in Seaford and Millsboro. The building prototype had to be adapted for Lincoln as the site has unique constraints.
The new building will house a garage, crew area, bunk room, kitchen, office as well as related staff and support areas. There was not information on when the building is expected to be completed.
