On Monday, April 28, City Solicitor David Rutt requested that Milford City Council not appoint him as the solicitor at their reorganization meeting on Monday, May 5. Rutt has served as solicitor for 14 years but worked with the city for over 32 years.
“It’s been one of the highlights of my career to represent the city and its residents, particularly city leadership,” Rutt announced at the regular meeting of council. “My service has spanned four mayors, five city councils and dozens of members of city council. I have valued my relationship with each of you. However, with all things, this must come to an end.”
Rutt continued, asking council not to reappoint him.
“I will accept if offered, an interim appointment, until you select a new solicitor, and I will assist whomever that may be to transition ongoing matters. I will also provide the files I have accumulated over the years to to the city for its archives.”
Rutt cautioned council to remember that their role is to make Milford a place to live and prosper.
“Milford is on the cusp of major changes, with the potential Milford offers as a place to reside and prosper,” Rutt said. “Do not let this opportunity pass you by. The city has talented and experienced people heading your departments on staff and I ask you to trust and rely on them. It’s been my pleasure to serve you and well wishes as you determine Milford’s future.”
Mayor Todd Culotta thanked Rutt for his service and told him the city would have him back to recognize the many years he provided legal advice to council.
Rutt is a partner with Moore & Rutt, specializing in real estate, estate planning and administration, business organization as well as municipal law. Rutt is a native of Sussex County, graduating from Milford High School in 1970. He earned a bachelor’s degree from Washington and Jefferson College and his law degree from the University of Pittsburgh. He was admitted to practice law in 1978.
In addition to representing the city, Rutt also represents Sussex County along with the Sussex Count Engineering Department. He is a member of the Delaware State Bar Association, American Bar Association, Sussex County Bar Association and the Terry-Carey Inn of Court.
Also active in the community, Rutt is a member of Avenue United Methodist Churcha nd the Milford Rotary Club. He is a charter member of the Chamber of Commerce for Greater Milford, serving as past president and a board member for 12 years. He recently chaired a cooperative effort of six Rotary Clubs to construct he Can-Do Playground in Milford.
