On Monday, September 14, Milford City Council approved easement requests for two companies impacted by the installation of a new roundabout on Airport Road. Bluewired, LLC and Delmarva Vitreoretinal Bldg DE, LLC were both impacted.
“Becker Morgan Group conducted a survey of the area and determined approximately 406 square feet were impacted by grading activities,” Pierce said. “A real estate appraisal was prepared by Dover Consulting Service, dated July 2, 2026, and the appraisal determined that he value of the easement is $1,400. Bluewired LLC has found the easement agreement language and compensation amount acceptable.”
While surveying the impact on Bluewired, LLC, Becker Morgan Group determined that approximately 46 square feet of land was disturbed which is owned by Delmarva Vitreoretinal Bldg DE, LLC.
“In an effort to avoid another real estate appraisal which would cost $1,250, staff recommends offering the property owner $250 for the easement,” Pierce said. “This utilizes the methodology and per square foot from the July 7 appraisal results in an estimate of $160 for the easement. Delmarva Vireoretinal Bldg, LLC has found the agreement language and compensation amount acceptable.”
The agreement would have the $1,400 compensation taken from Realty Transfer Tax (RTT). All project costs related to the acquisition, development and sale of Milford Corporate Center lots, net all of grant funding received for the specific purposes of offsetting project costs, shall be recovered through lot sales and returned on a pro rata basis to the internal funding sources leveraged to support such project costs.
The memo included significant history and background on the Milford Corporate Center project. This project began in 2022 with the issuance of an MOU with Tsonias Management and NAI Emory Hill Real Estate to develop a concept master plan for a new corporate center on the Fry Farm which the city purchased the year before.
The most recent change order for the project was a no-cost change that extended the contract with George & Lynch until September 30, 2026.
