
The State of Delaware announced that the Downtown Development District Rebate Program in 2025. There were 12 large and 56 small projects completed throughout the state. Since it began in 2014, the DDD has led to $47 million in state funds and $693 million in private investment.
“We know the DDD rebate program succeeds in creating a strong public-private partnership that have worked to rebuild Delaware’s downtown neighborhoods, helped businesses to flourish and increased the supply of quality, affordable housing for residents,” DSHA Executive Director Matthew Heckles said.
Because DDD funding can be used for both commercial and residential properties, some of the funds were used to renovate homes in the downtown area. Since its inception, some of the projects completed using DDD rebates include Splash Laundromat, Benvenuto, River Lights Café, Davis Bowen & Friedel, Second Street Players, Music School of Delaware, The Pikus Building, The TC Collins Building and more.
According to City Planner Rob Pierce’s report to council in December, the city has seen 294 projects with a committed investment of over $40.9n million within the DDD since September 2016. The city has waived over $1.3 million in permit fees and taxes associated with these projects.
