
On July 15 around 2 PM, Delaware State Police Highway Safety Unit responded to Dupont Boulevard near Morgan Drive in Lincoln for a welfare check. They found Luis Rodriguez, 65, of Selbyville, in a silver Lexus RX350 in the median strip having what appeared to be a medical emergency.
Troopers recognized signs of impairment in Rodriguez upon arrival and he was transported to an area hospital by ambulance. Standardized Field Sobriety Tests were administered at the hospital, and, upon his release, Rodriguez was taken into custody for driving under the influence. A computer check revealed that Rodriguez had five prior DUI-related convictions. A search of the vehicle prior to it being towed discovered approximately .06 grams of heroin.
Rodriguez was taken to Troop 7 where he was charged with sixth offense DUI; possession of a controlled or counterfeit substance except human growth hormone without a prescription; possession of drug paraphernalia; driving without a valid license; and failure to remain in a single lane. He was committed to Sussex Correctional Institution on $8,202 secured bond.
