
Milford School District recently announced that Dr. Laura Schneider Bond will serve as the Director of Human Resources for the district. Bond brings more than 25-years’ experience in education and leadership to the district.
“Dr. Bond most recently served as our Child Nutrition Supervisor, where she led with care and focused on student wellness,” Trish Gerken, Public Information Officer said. “Before joining our team, she served as principal of West Seaford Elementary School, where she worked to close achievement gaps and support special populations. Her leadership led the school to national recognition as a 2023 ESEA National Distinguished School.”
Bond also served as principal in Indian River School District where she was recognized as the 2013 National Distinguished Principal. Bond brings a strong track record of innovation, teamwork and a deep commitment to supporting both students and staff.
In addition to her school experience, Bond also served as the Director of Educator Effectiveness for the Teacher and Leader Effectiveness Branch at the Delaware Department of Education.
“There, she helped drive the statewide implementation of the DPAS-II educator evaluation system,” Gerken said. “Her work focused on designing training and coaching, ensuring quality implementation and refining student growth measures.”
Bond also served as Special Assistant in the same branch at DOE, developing policy, supporting district leaders and charter schools, engaging educators in the co-creation of evaluation models aligned to state standards. Her leadership at the state level helped shape effective evaluation and professional learning systems across Delaware.
Bond earned her doctorate from the University of Delaware, her master’s from Rutgers University and her bachelor’s from the University of Delaware. She is also a 2013 Fellow of the National Principal’s Academy through Relay Graduate School of Education.

“Dr. Bond is looking forward to supporting our principals, investing in our staff and helping Milford navigate our upcoming district refiguration,” Gerken said. “We welcome her to the leadership staff at MSD.”
Bond will replace Dr. Laura Manges who will retire in June after more then 30 years of service. Manges played a crucial role in developing in-district special education programs, launching emotional support services and building meaningful partnerships that benefitted students.
“Dr. Manges’ leadership, advocacy and heart for children will leave a lasting mark on our district” Gerken said “We are grateful for her service and wish her all the best in her well-deserved retirement.”
