At a recent meeting, Willis Shafer, Public Works Director for the City of Milford, recommended the acceptance of Cypress Hall Phase 1, 1A and 1b. This would release the performance bond placed by the developer.
“Cypress Hall is located off Route 113, and is comprised of four phases, phase one, a and 1b are complete,” Shafer said. “City staff have conducted their final inspection of all utilities, curb, signage and the roadways, and have recommended it for final acceptance by council. Staff is recommending that city council accept Cypress all phase one A and 1b sanitary sewer water system, curb and gutter signage and roadways within the city’s right of way, and release the performance bond.”
During public comment, one person spoke out against the acceptance of the three phases.
“This vote is going to allow 549 new housing units to move forward. So, let’s think about this with school overcrowding, traffic and road with storm water and flooding, emergency access and the fire company issues,” Julie Morris who lives on East Street, said. “And we’ll talk about water quality as well. How about that? Not to mention the issues that happened at the council meeting when this was voted on. There were procedural errors where the lawyer said that they were locked in and they couldn’t go back and revisit the initial vote. There was a lot of issues. So, I think this should be looked at again and not just approved because you all want to watch a football game.”
Shafer corrected some of the statements made by Morris.
“This is for 96 lots, 1.23 miles of roadway that’s already been paved,” Shafer said. “So this, site has already been developed. It’s not looking for approval. We have done all of our due diligence and inspections, and we are recommending that this system be put into our entire Milford right of way maintenance system.”
Councilwoman Lori Connor clarified Shafer’s statements for the public.
“I just want to speak plainly and clearly so that the public understands that this development is done in phases.,” Connor said. “The vote tonight is only for the parts of the community that have already been built and already complete, and this is simply the city just agreeing to take over the infrastructure of that portion. So nothing is being added in terms of homes, they’re already there. We’re simply just approving the infrastructure that already exists.”
The motion passed with a vote of seven to zero as Councilwoman Katrina Wilson was not present.
