

Milford City Council approved acceptance of Lighthouse Estates Phase I as well as West Shores into the city utilities.
“Lighthouse Phase I was built after 2006 but never received final acceptance by Council,” a memo provided to council by Chris Coleman, City Manager, read. “According to records, public works performed site inspections during construction. In July of 2025, public works site inspectors and KCI performed a right-of-way site inspection and determined that the roadway, approximately three-quarters of a mile, will need to be milled and overlayed within the next ten years. Phase 2 of the site has already been accepted by council.”
Another memo was provided related to the West Shores development, located near Bayhealth Sussex Campus.
“West Shores subdivision was built after 2015 and the site is built-out, has been inspected and approved by city staff for final acceptance by council,” the memo read. “The utilities were installed after 2015 and the streets overlaid in 2025.
Councilman Dan Marabello asked if the issues in West Shores had been resolved, referring to problems with streets that were not up to city standards. Rob Pierce, City Planner, indicated that those issues had been resolved.
Council approved the request to accept Lighthouse Estates Phase I water system, sewer system and roadways within the city’s right-of-way with a vote of seven to one with Councilwoman Lori Connor absent. They also approved acceptance of West Shores water system, sewer system, curb/gutter and roadways within the city’s right-of-way by the same vote.
