An annexation request submitted by Iglesia Pentecostal La Senda Antigua has been approved by the Annexation Committee for the City of Milford. This sends the request to the Planning Commission on October 21 with council reviewing the request on October 27.
Iglesia Pentecostal petitioned the city to annex property into city limits on July 14, 2025. The property is 2.71 acres of land located along the north side of Johnson Road near Coastal Highway. Once the land is annexed, the owners are requesting a zoning change from AR-1 – Agricultural Residential to R-3 – Garden Apartments and Townhouses.
On August 7, City Council agreed to send the annexation request to the state which was approved. The annexation would allow the church to access city water and sewer services rather than install septic on the property.
According to the information provided to council, the property is undeveloped, and any future development would require stormwater review by DNREC. The plan is to construct a church on the property once the annexation process is complete.
The proximity of the property to the Windward Grove development which is currently on city water and sewer would make it possible for the same services to be provided to this land. City electric would also be provided to the applicant with all costs involved in extending the services the responsibility of Iglesia Pentecostal.
Access to the church would be on Johnson Road and approvals from DelDOT would be required. DNREC reports indicate there are no wetlands on the property and it is not located within the 100-year flood plain.
According to the approval from the Annexation Committee, annexation of this property is consistent with the Comprehensive Land Use Plan and the property is contiguous with city limits. Any changes to the property would be reviewed by the City of Milford Planning Commission and City Council.
Because this was an introduction at City Council, no discussion ensued and there was no vote. The matter will be before the Planning Commission where public comment will be permitted. There will also be a public hearing at the City Council meeting on October 2
